11. According to some experts, demanding that industrialized nations forgo the use of

commercially valuable recycled nuclear material, as recommended by the Nuclear
Control Institute (NCI), will make it impossible for these countries to abide by the terms
of the Nuclear Non-Proliferation Treaty (NNPT).

       (1) According to some experts from the NCI, it is highly unlikely that industrialized
nations will stop using commercially valuable recycled nuclear material; this is
because they do not want to violate the terms of the NNPT.

       (2) Some experts believe that the terms of the NNPT will be violated if, in accordance
with the NCI's recommendation, industrialized nations are not allowed to use
recycled nuclear material which has a high commercial value.

       (3) Although the NCI has made recommendations aimed at guaranteeing the success of
the NNPT, some experts think that these suggestions are unrealistic because
industrialized nations will continue to use recycled nuclear material.

       (4) According to some experts, because recycled nuclear material is considered so
valuable commercially, it is still used by all industrialized nations which signed the
NNPT, including those that have followed the recommendation of the NCI.

)‫© כל הזכויות שמורות למרכז ארצי לבחינות ולהערכה (ע"ר‬
