Text II (Questions 18-22)
(1) One of the first things a visitor to a school in Finland might notice is the easygoing
atmosphere. Students are allowed to dress very casually and even call their teachers by
their first names. The curriculum is also relatively relaxed: over the course of their
education, Finnish students spend fewer hours in the classroom than students in almost
(5) any other developed country. According to the Organization for Economic Cooperation
and Development (OECD), a 7-year-old child in Finland spends an average of 608
hours in school, compared with 749 hours for 7-year-olds in other OECD countries.
And yet, the Finnish education system is one of the world's finest. The country's
literacy rate is 100 percent and 84 percent of adults between the ages of 25 and 64 have
(10) a high school diploma or its equivalent. In international standardized reading and
mathematics exams, students from Finland shine, regularly scoring at or very near the
top.
This success can be attributed to education reforms implemented in Finland over
several decades. In particular, teacher qualification standards were raised dramatically.
(15) Today, only top students are accepted to university teacher training programs and every
teacher must earn a master's degree. Additionally, teachers are well paid, highly
respected, and given considerable autonomy in deciding what they teach and how. By
making the teaching profession prestigious as well as profitable, Finland seems to have
found the key to educational excellence.
