12. However effective the techniques employed, the expense of cleaning up the toxic waste
produced during the Cold War is likely to be exorbitant.
(1) Because so much toxic waste was produced during the Cold War, the use of special
techniques to clean up the waste involves great expense.
(2) Even if the most effective and costly methods are used, it will be difficult to clean
up the huge amounts of toxic waste produced during the Cold War.

up, unless the best and most expensive techniques are used.
(4) The cost of cleaning up the toxic waste from the Cold War period will probably be
extremely high, no matter how effective the methods used.
